Cash for Flunkers is an Obama Administration initiative to get kids to fail so they can take jobs back from Mexican illegal immigrants. It is taxpayer funded failure, much like bailouts, roads, infrastructure, and other stuffs. It has produced over 50000000 failures since Obama introduced it.
CF was also introduced in Norway by Herbert Hoover because of the quality of their school system.
