The problem with this definition is that there's no stopping case. A sufficiently stupid interpreter could be caught in an infinite recursive loop. There should be some way to modify this definition to introduce a stopping case which is guaranteed to make the recursion actually stop, because if the definition suggests recursion is used without actually doing any explicit work to introduce a stopping case, then it never really defines how recursion is actually useful.
