I don't entirely understand.... this doesn't look anything like the welcome box on my talk page.

Hello and Oops and Sorry about that

I just noticed that you deleted a comment I had left on your user page. And I noticed the comment.

I have no idea how I came to leave that where I did -- it was intended for the page of an IP who was making a bunch of edits under their IP address (no account).

Unless you created this account and moved your old user page here, I clearly fat-fingered something.
